何保全，安徽省临泉县人，中国连环画界的一代宗师，中国美术家协会会员、安徽省美协会员，省连环画研究会会员、中国书画研究会会员，《读者》签约插图画家。与妻子于泉滢携手在连环画创作道路上走了近30年，先后为北京外文出版社、中央工艺美术出版社、商务出版社、安徽、河南、河北等出版社创作出100多部连环画作品和许多优秀的插图作品，作品多次参加全国美展，多次获省和全国美展奖，被评为建国以来百位优秀连环画家之一。
何保全笔下的人物、器皿、建筑、花鸟、树石，无不形神逼真。在技法运用上，点、线、面分布合理，笔笔落在实处。尤其是对于人物形象得刻画、勾勒、渲染，或浓或淡，或虚或实，都是精微不苟。线描健劲有力，落墨洁净，这使何保全成为近现代连环画界的一代宗师。
代表作有《常打枪和龙女》《猴拳王》、《月季》、《水浒》、《人世间最寂寞的妻子》等，其中《常打枪和龙女》参加全国美展并获安徽区金奖，《猴拳王》、《月季》参加全国美展并获安徽展区银奖，《窦氏》获全国连环画家精英奖，两人创作连环画之余，也创作一些国画作品，
