原名趣琴，号趣叟，长兴人。1934年上海新艺术专科学校毕业，长期从事国画创作和美术教育工作。1940年起，先后任杭州国立艺专与浙江美术学院讲师、副教授、教授。解放后，加入中国民主同盟。1982年3月，兼任浙江省文史馆副馆长。
潘韵擅长山水画。初学北宋黄山谷与明代沈石田，继学南宋马远、夏圭，掌握传统笔法，观察真山真水，重视写生，认为“没有生活、没有感受、没有激情，画出来的东西就没有生命”。20世纪50年代的代表作《春之晨》，被誉为新中国新国画的前驱；《解放大西南进军》蔚为大观，为中国人民革命军事博物馆收藏。多幅作品，如《灵隐》、《开国大典》、《修建运河堤》、《下龙湾》等都有较强的时代感。1981年11月，浙江美术学院列馆专门展出潘韵的山水画和花鸟画近60幅，这些作品中的一部分先后在《浙江日报》、《新美术》与《浙江中国画》上发表。其作品擅长勾斫笔法，笔多顿挫，劲健而活脱；追求骨法，刚硬爽直，犹如其心直口快的个性。晚年受黄宾虹画理的启示，追随清画家石溪笔意，承宋人余风，其画清劲中更添老辣的意味。
