广东顺德人，1944年6月出生于广州。1964年毕业于广州市专科学校舞台美术专业。历任广州粤剧团、羊城话剧团、广州京剧团、广州话剧团舞台设计；1981年任广州画院专业画家。二级美术师。现任广州画院专业画家，国家一级美术师，中国美协会员、广东省美协理事、广州中国画学会会长。作品多次参加全国、省、市大型美展，曾赴美国讲学，并举办多次个展。
1989年应邀赴北京为天安门城楼绘制巨幅国画《凤凰花开红似火》，同年作品入选《国际文化书画交流展览》，在日本东京京都美术馆展出并获头奖，颁发了金牌。
1989年、1999年两次受邀为建国40周年、50周年创作巨幅国画装点在天安门城楼上。
1992年赴香港举办个展“迎春牡丹画展”。
1996年举办个展“广东省六城市巡回展”。
1999年作品《春风得意》获联合国主办的“99年世界和平书画展”和平教育者金奖。
2002年被国家人事部授予“当代中国画杰出人才”称号。
2003年在甘肃省美术馆举办个展，作品被美术馆及甘肃画院收藏。同年在广州艺术博物院举办“春华秋实四十年”大型个展。出版有《陈永康花鸟画集》多册，《中国当代艺术家画库》陈永康花鸟画专辑。
《高秋》入选世界华人书画展；《花间鸟语》入选全国第二届花鸟画展；合作编著《中国画临帖》、《中国画摹本》、《花鸟画谱丛书》。作品《梅花图》入选2004年首届中国美术家协会会员中国画精品展。
