刘建敏，福建省古田县人，1959年出生于福州。1981年毕业于福建工艺美术学校。曾任职于福建省南平市文化馆、福州市委对台办。现任《福建支部生活》杂志美术编辑。中国美术家协会会员，武夷文化研究院研究员，武夷画院画师。
30多年来，专心致力于水墨山水画的探索与研究，颇有心得。作品多次入选中国美术家协会主办的全国性画展。近作入选“中国美协会员中国画精品展”，“庆祝建国60周年美术界百名中国画名家作品展”，“庆祝建党90周年全国名家书画展”，“上海国画研究院2014最具学术性?当代中国画百家邀请展”，“中央国家机关美协2014第二届‘公仆杯’画语清风?当代中国画名家扇面画展”，“板桥遗韵—全国当代著名书画家学术邀请展”，“公望山居?美术报2015中国山水画创作大赛”等，并被《美术观察》、《中国画清赏》、《中国画研究》、《大画廊》、《美术报》等书刊杂志专题介绍。获得《神州诗书画报》2012—2013中国最具学术实力与收藏价值国画家年度人物、入选2013-2014中国美术家年度人物风云榜。
