罗力，男，汉族，1952年5月生，四川成都人。四川美术学院常务副院长，教授、硕士研究生导师，中共四川美术学院党委委员。
1977年考入四川美术学院工艺美术系装潢艺术设计本科专业学习，1982年毕业并留校任教。1986年由文化部派往泰国诗纳卡琳威洛大学（SrinakharinwirotUniversity）进修学习艺术设计教育一年。1987年留学回国后任四川美术学院工艺美术系装潢艺术设计教研室主任、讲师。1990年主持筹办环境艺术
设计专业；1991年评聘为副教授；1992年任四川美术学院装潢环艺系副主任（主持工作），兼系党支部副书记（主持工作）。1994年任四川美术学院副院长，主要分管教学工作。1998年评聘为教授，同年由教育部资助赴泰国作高级访问学者三个月。2000年主持筹建建筑艺术系，兼任建筑艺术系主任、支部书记。2002年评为重庆市首批学术技术带头人（文学/艺术学/设计艺术学），聘为教育部高等学校艺术类专业教学指导委员会委员。2005年主持筹建影视动画学院，兼任影视动画学院院长。2006年获重庆市优秀专业技术人才荣誉称号；2006年至今，任四川美术学院常务副院长，主要分管学科建设、科研工作、人事工作及研究生教育。2007年获国务院政府特殊津贴。
主要创作科研成果
罗力教授现兼任重庆工业设计协会理事长、中国美术家协会平面设计艺委会委员、中国工程图学学会第五届数字媒体专业委员会委员、中国建筑学会室内设计分会专家委员会委员、重庆市文学艺术界联合会第二届委员会委员、重庆市高校教师艺术学科高级专业技术职务资格评审委员会委员、重庆市工艺美术高级专业技术职务资格评审委员会副主任委员等职务。
罗力教授长期以来从事艺术教育与管理，为四川美术学院的学科建设做出了积极贡献，在重庆市高校设计艺术学科具有影响力和号召力。主持了重庆市教委社科课题“城市空间艺术设计”、“西南少数民族文化艺术形态研究——岷江流域羌族聚落文化艺术形态”，并列为重庆市人文社科重点研究基地——当代视觉艺术研究中心立项研究课题。主持了“五粮液集团企业形象策划设计”、“重庆电视台机构形象包装设计”、“重庆时报报业中心环境设计”、“中冶赛迪工程技术股份有限公司企业形象（VIS）策划与设计”等，指导研究生完成了“2002世界银行信息年会视觉形象设计”、“亚太市长峰会宣传海报设计”等，创造了良好的经济效益和社会效益。出版著作有《世界黑白画集萃》、《环艺表现技法》、《办公空间设计与工程》、《建筑及环艺设计表现》等，发表论文有“室内设计效果图喷绘技法”、“四川美术学院本科专业调整与教学改革思路”、“中国室内设计发展趋势”等。水彩画作品和摄影作品多次入选全国及省市专业展览并在专业学术刊物发表。
曾获四川省包装装潢设计第六届、第七届评比金奖，第二届国际包装技术展览会暨中国包装十年成果展金奖，第三届西南地区包装装潢设计评比中获银奖等。
