祁向阳，男，1970年生于河北石家庄，1994年毕业于河北科技大学艺术学院。2005年毕业于河北师范大学美术与设计学院国画专业研究生进修班。
现为河北省美术家协会常务理事、河北省美术家协会驻会副秘书长、河北美术创作研究院副院长、河北创新教育委员会艺术教育分会秘书长。
作品曾参加“第四届河北省台湾宝岛行暨经贸交流会——书法美术摄影作品展”、“百名画家画武安美术作品展览”、“百位中外名家画运河活动暨《画说运河》专题片开笔开机仪式”、“前进中的河北——首届青年美术作品展览”等河北及全国展览并获奖，作品曾入编《河北美术文献》、《前进中的河北——首届青年美术作品集》等。多幅作品被国内外美术机构收藏。

Qi Xiangyang, male, was born at Heibei Shijiazhuang 1970, was graduated from institute of art of university of Heibei science and technology 1994. Was graduated from class of attend in a advanced studies of art of Heibei Normal University and graduate student of major of design institute traditional Chinese painting 2005.
