2018年11月19日，黑龙江省纪委监委消息，哈尔滨商业大学党委常委、副校长高虹涉嫌严重违纪违法，目前正接受纪律审查和监察调查。

2019年1月30日，黑龙江省纪委监委消息，经黑龙江省委批准，黑龙江省纪委监委对哈尔滨商业大学原党委常委、副校长高虹严重违纪违法问题进行了纪律审查和监察调查。

经查，高虹担任富裕县县长、县委书记、齐齐哈尔市委宣传部部长、省政府发展研究中心副主任期间，违反政治纪律和政治规矩，为捞取政治资本有意编造谣言营造声势，长期搞迷信活动，对抗组织审查；违反组织纪律，不按规定报告个人有关事项，在干部选拔任用方面为他人谋取利益并收受财物；违反廉洁纪律，违规收受礼金。利用职务上的便利在选人用人、企业经营等方面为他人谋取利益并收受巨额财物，涉嫌受贿犯罪。

高虹身为党员领导干部，政治上蜕变，理想信念丧失，对党不忠诚、不老实，政治品行恶劣；经济上贪婪，将公权力沦为谋取私利的工具，大搞权钱交易，严重污染任职地区的政治生态，严重损害党的事业和形象，严重违反党的纪律，构成职务违法并涉嫌犯罪，且在党的十八大后仍不收敛、不收手，应予严肃处理。依据《中国共产党纪律处分条例》《中华人民共和国监察法》等有关规定，经省纪委常委会会议、省监委委务会议审议并报省委批准，决定给予高虹开除党籍、开除公职处分；收缴其违纪违法所得；将其涉嫌犯罪问题移送检察机关依法审查起诉，所涉财物随案移送。

On November 19, 2018, Heilongjiang Discipline Supervision Committee reported that Gao Hong, the Standing Committee and Vice-President of the Party Committee of Harbin Commercial University, was suspected of serious violations of discipline and law and was currently undergoing disciplinary review and investigation.

Double punishment

On January 30, 2019, Heilongjiang Disciplinary Commission (Heilongjiang Disciplinary Commission) reported that with the approval of Heilongjiang Provincial Commission, Heilongjiang Disciplinary Commission (Heilongjiang Disciplinary Commission) conducted a disciplinary review and investigation on the serious violation of discipline and law by Gao Hong, former Standing Committee of the Party Committee and Vice President of Harbin Commercial University.

According to the investigation, Gao Hong violated political discipline and rules, intentionally fabricated rumors to obtain political capital, engaged in superstitious activities for a long time, and fought against organizational censorship; violated organizational discipline, and did not comply with the political rules during his tenure as county magistrate, county Party secretary, propaganda minister of Qiqihar Municipal Committee and deputy director of provincial government development research center. Provisions are made for reporting personal matters, seeking benefits for others and accepting property in the selection and appointment of cadres, violating honesty and discipline, and accepting gifts in violation of regulations. It is suspected of bribery crime to make use of the convenience of position to seek benefits for others in selecting and employing persons, business operation and other aspects, and to accept huge amounts of property.

As a leading cadre of Party members, Gao Hong has changed politically, lost his ideals and beliefs, disloyalty to the Party, dishonesty and bad political conduct; he is greedy economically, turning public power into a tool for personal gain, engaging in power-money transactions, seriously polluting the political ecology of the working areas, seriously damaging the cause and image of the Party, and seriously violating the Party. Discipline constitutes duty violation and suspected crime, and should be dealt with seriously if it does not converge or stop after the Eighteenth National Congress of the Communist Party of China. According to the Regulations on Disciplinary Disposal of the Communist Party of China and the Supervision Law of the People's Republic of China, after deliberation and approval by the Standing Committee of the Provincial Disciplinary Commission and the Committee of the Provincial Supervision Committee, Gaohong was decided to be dismissed from the Party membership and public office, his illegal income was collected, and his suspected crime was transferred to the prosecution. The organs shall examine and prosecute according to law, and the property concerned shall be transferred with the case.
