滕升茂，1941年生，山东掖县人。1961年毕业于鲁迅美术学院附中，1965年毕业于辽宁教育学院。辽宁歌舞团高级舞台美术设计师。辽宁省舞台美术家协会常务理事、秘书长。
作品曾获文化部文化科技奖，大型民族舞剧《珍珠湖》舞美设计曾获辽宁省第一届舞美展最佳设计奖，并被选送全国舞美展、上海国际舞美展。大型系列舞蹈《东北风情》舞美设计获辽宁省第二届优秀舞台美术作品展一等奖。设计作品《满俗风俗展》参加1986年澳大利亚假日与旅游国际博览会获最佳展台奖。曾创作大量舞台美术作品及电视文艺晚会作品，于中央、省、市电视台播出，曾多次担任大型文艺晚会的总设计工作，曾多次赴阿尔巴尼亚、罗马尼亚、南斯拉夫、巴基斯坦、朝鲜、日本、香港等地访问演出。绘画作品曾被选送新加坡等地展出并被收藏。
