李瑞芬，甘肃陇西人，中国美术家协会会员、中国工笔画学会会员、北京工笔重彩研究会会员，结业于中国艺术研究院研究生院，中央美术学院重彩高研班，先后师从莫建成、蒋采苹、苏百钧等艺术大师。现为明坤画院特聘导师，定西市美协副秘书长，文化部现代工笔画院王天胜教授精英班画家。
