回族，伊斯兰哈芝，甘肃兰州人。甘肃省美术家协会会员，甘肃省书法家协会会员，中国老年书画家协会创作研究员、飞天书画学会、中国少数民族书画学会顾问。
生自书香门第，14岁学习书画。50年代拜范振绪先生为师，60年代与陈半丁、李苦禅、常书鸿、胡佩衡、王雪涛、金息侯等为友80年代又与李可染、董寿平、关山月、张伯驹等相交。书法初学“二王”，后学“汉魏隶篆”，钻研近代何绍基、康有为、擅长行书，李苦禅先生曾跋其书云“西园先生书法近古，近代实不多见，可永宝之。绘画初学“倪·黄，”，后宗“黄宾鸿”，成独特风格。荣誉马西园先生是位虔诚的穆斯林，他对艺术的执着与他对信仰的忠诚密不可分，数十年来诵经作画是他生活的全部。近50多年，先生精心创作出了大量优秀的作品，80年代与同道者创办“飞天书画学会”，“少数民族书画学会”。1986年作品在北京民族文化宫展出。1993年应中国美术学院邀请，赴杭州举办“马西园书画艺术展”及学术研讨会，被益为“当代黄宾虹艺术”开拓者，“南有黄秋园，北有马西园”之称。1995年至2002年先后三次应邀前往马来西亚展出八次，轰动大马，收弟子十余人，马来西亚美术界人士一致认为马西园书画艺术乃“中华民族文化之精髓”。作品被日本、瑞典、澳大利亚、香港、新加坡、台湾、马来西亚等国家或地区的书画组织和爱好者收藏，并多次作为礼品赠与国外元首。1983年10月原国务院副总理方毅同志，邀先生到北京中南海作画，并与方老合作“古柏山水图”，此画现收藏于甘肃省博物馆。其作品现已收入《当代美术家名人录》、《中国书画名人名作博览》、《中国少数民族美术史》、《中国回族书画大词典》以及《甘肃书法家作品集》等。传略辑入《中国现代美术家人名辞典》、《中国当代美术家人名录》、《中国当代艺术界名人录》等。马来西亚创价学会出版《马西园书画集》等。
