冯耀宗，1958年生于辽宁，毕业于哈尔滨师范大学。结业于中国北京首届水彩、粉画人物画创作高研班。现任教于内蒙古呼伦贝尔学院。中国美术家协会会员，内蒙古美协会员、水彩、粉画艺委会理事、呼伦贝尔学院副教授；首届自治区教学能手。
冯耀宗曾在本市举办过个人素描画展及三人水彩画联展；其水彩作品多次入选中国美协主办的大型专业画展及赴俄罗斯展出等；同期还荣获内蒙古自治区“萨日娜”政府奖一次及大型专业画展银奖五次、铜奖三次、优秀奖若干。还有近百件水彩作品分别被《美术》、《美术观察》、《水彩》、《中国水彩》、《水彩艺术》、《美术大观》、《内蒙古画报》等多家专业刊物配加专家点评介绍发表。部分作品被内蒙古美术馆及日本私人收藏，有多篇论文发表在核心期刊上。著有：《冻土人——冯耀宗人物头像作品选》一书，（由辽宁美术出版社出版发行。）
所辅导学生作品数件选刊《中国美术教育》、《美术大观》等多家核心期刊上。同期还有多件作品入选国内大型画展、并有获奖。同期还有数百名学生分别考取中央美术学院、鲁迅美术学院.四川美术学院、解放军艺术学院、东北师范大学等多所高等艺术院校。
