高而颐，男，1946年9月出生，汉族，江苏人。大学学历，中共党员。擅水粉画。1964年毕业于浙江美术学院附中，1969年毕业于浙江美术学院工艺系。历任杭州市少年宫美术教师、浙江美术学院讲师、副院长。现任中共浙江省委宣传部副部长，浙江省文联党组书记，中国美协理事。

 作品有《革命代代如潮涌》、《两个妈妈》、《采桑女》《海螺渡》、《新手》、《白色的和谐》等11幅作品获选参加全国性美展，曾获第6届全国美展优秀作品奖。《色彩选集》、《高而颐画集》等专著在全国出版发行。《人民日报》、《美术》杂志等均曾刊登介绍。1991年出版《高而颐画集》，原文化部常务副部长高占祥作序。美术作品亦曾多次参加出国交流展出或为个人收藏。1995年香港苏富比成功拍卖水彩画《冬雪不觉寒》，1999年应邀在美国纽约联合国总部举办个展和讲座，获赠奖牌。

He graduated from the attached middle school of Zhejiang Academy of Fine Arts in 1964 and the Department of Arts and Crafts of Zhejiang Academy of Fine Arts in 1969. He has been the art teacher of Hangzhou Youth Palace, lecturer and vice president of Zhejiang Academy of Fine Arts. He is currently Vice-Minister of the Propaganda Department of the Zhejiang Provincial Committee of the CPC, Secretary of the Party Group of the Zhejiang Cultural Federation, and Director of the China Association of American Arts. His works include "Revolutionary Generations such as Tides", "Two Mothers", "Mulberry Girl" and so on.

He was selected to participate in the national art exhibition and won the award of excellent works in the 6th National Art Exhibition. Selected Colours and Gao Eryi Paintings have been published and distributed nationwide. People's Daily and Fine Arts magazines have published introductions. In 1991, Gao Youyi Painting Collection was published. Preface by Gao Zhanxiang, former Vice Minister of Culture. Art works have also participated in many exchanges and exhibitions abroad or for personal collection. In 1995, Sotheby's successfully auctioned the watercolor painting Winter Snow Doesn't Feel Cold. In 1999, he was invited to hold a solo exhibition and lecture at the United Nations Headquarters in New York, USA, and won a medal.
