陈祥杰，湖南常德人，中国美术家协会会员，国家一级美术师，湖南涉外经济学院艺术设计系副主任。长期从事水粉风景创作，作品入选第八、第十、第十一届全国美展，全国第七届水彩、粉画展，全国第十六届新人新作展，全国首届小幅水彩、粉画展，全国“李剑晨”水彩双年展。2003年，水粉作品《秋·正午》获全国首届水彩、水粉写生精品大赛银奖（作品被宁波画廊收藏）；2004年，水粉作品《春》获纪念毛泽东同志《在延安文艺座谈会上的讲话》发表60周年全国美展湖南展区银奖；2005年，水粉作品《晴雪》获湖南省第六届水彩、粉画艺术展金奖。在《文艺研究》、《装饰》、《艺术教育》、《中国水彩》等全国核心期刊及省级杂志上发表论文多篇。
