安徽长丰人。现为安徽省政协委员，安徽省检察院特约检察员，安徽省青年美术家协会副主席、安徽省青年书画院副院长、合肥市青年美术家协会主席、安徽省文化艺术培训中心主任、《新徽美术》常务主编。
作品多次入选全国、省及日本、新加坡、马来西亚等境外美术作品展，并多次获金、银、铜等奖项；多篇论文发表于专业刊物。先后成立了陈飞翔查济美术工作室、陈飞翔万佛湖美术工作室、陈飞翔合肥美术教育工作室。

代表作品32米巨幅中国画长卷《黄山颂》，作品艺术地再现了黄山迎客松至太平湖的全景（历时三年完成），由合肥市文化局主办召开了其作品问世新闻发布会，引起社会各界的广泛关注。

中央电视台、广州电视台、安徽卫视分别拍摄并播出了人物专题片《泼墨耕耘——记青年画家陈飞翔》、《安徽人——画家陈飞翔》、《风流俊骨——青年画家陈飞翔》。现被多家画廊签约，作品多次被政府选为出国礼品。策划组织了官方展览“新徽派山水画名家作品特展”、“中国·马来西亚美术作品交流展”、“合肥市首届青年美术作品大展”等大型美术活动。
