张淑敏，生于河北省平泉县，自幼生在一个艺术之家，在二哥张守义、四哥张守智的影响下，自幼酷爱美术，初中时曾获北京少年儿童美术创作奖。1953年美院附中成立第一年就以优异成绩考入美院附中。在附中受过严格的专业基础训练，雕塑成绩最佳。1957年考入中央工艺美术学院陶瓷系，陶瓷雕塑科。曾在郑可教授工作室学习装饰雕塑。在泥塑艺术家张景詁（泥人张）工作室学习张家传统泥塑技艺。此时作品就已经显露出独特的气质和才华。1960年参加以张仃院长为首的课余民间艺术创作小组，小组在张仃院长的指导下进行不同风格的艺术创作。由于雕塑技艺构思巧妙、造型新颖、尤其是对选材的慎用，逐步形成了自己独特的风格。59年作品数十件曾被工艺美院资料室收藏。作品曾多次与韩美琳、郑于鹤参加展出。
1960年作者作品30件与郑于鹤、韩美琳赴东欧国家，如苏联、印度等展出，受到各国艺术家的高度评价，1960年全国三八红旗手在人民大会堂召开，被选中泥塑作品“世界妇女”向周恩来总理献礼，1962年，全国美术展览，在美术馆展出泥塑作品约四十件，1982年由湖南美术出版社出版个人泥塑作品彩色画册一本：《张淑敏泥塑艺术》，收录泥塑作品90件。张淑敏年轻时体弱多病，但多年来一直坚持创作。1959-1988年共创作小型雕塑及大型装饰雕塑等各种材质的作品约一千余种。其中文革中被毁掉近六百种。作品以小型人物泥塑为主。分为少数民族人物、电影人物、戏曲人物、小说人物主人公等系列人物造型创作。
