翁承豪，江苏常熟人。1951年生于上海，1970年回到原籍常熟老家插队，1972年进南师大，1974年南京师范大学美术系国画专业毕业，曾任中学美术教师，《常熟日报》记者、美术编辑，1997年调入江苏省美术馆，现为中国美协会员，国家一级美术师，江苏省美术馆资格审查委员会委员，江苏版画院院长。擅长版画和中国画。
翁承豪的绘画功底厚实，早在七十年代就经常有连环画、年画、宣传画等多画种参加画展并发表。1979年他第二次拿起刻刀，用了两天时间刻印完成的版画《渔汛归来》就入选五届全国美展。之后又不断有新作品入选各全国性重大画展，特别是第二届全国青年美展，他的作品被中国美术馆收藏。
进入八十年代，翁承豪以强烈的个人风格在江苏省以及在全国版画界引起同行的关注：
题材上：他只是选择了一些极其平常的江南乡村小景，他把这些小景表现得那么的富有诗意，引人入胜！
技法上，他突破了江苏水印版画一般的水准，著名画家吴俊发在当时的文汇月刊上发表的文章中提到，翁承豪的拓印技法令人惊叹！
那么他的技法有些什么特点呢？首先，他在大学里的专业是国画，所以他在制作版画时没有任何框框，其次，当时多数水印版画都有东方水墨画的趣味，但是，翁承豪的版画除了保留了水印木刻的“刀味”、“水味”、“木味”这“三味”之外又加“两味”，他把“中国画中间的渲染”和“西画中的色调”都加了进去，国画的渲染和色彩的渐变，使得他的版画更具有绘画韵味，使的他与多数作者拉开了距离。
翁承豪善于总结和提升。1984年与1986年他在上海版画艺术杂志上发表过两篇纯拓印技法的文章，产生过很大影响。当有人说江苏水印木刻达到了极致时，翁承豪认为发展空间还很大。像油画和水粉画一样讲究色调的版画拓印技法很少，而翁承豪掌握了水印的多种技法，因此其作品具有强烈的个人风格，使江苏水印版画的传统得于继承、发扬和拓展、创新。

合作中国画曾参加首届中国画展，第六届全国美展获得优秀作品奖，第十一届全国版画展获得铜奖，日本国际版画研究会获得金奖。有作品为中国美术馆等机构“国家收藏”。
翁承豪的水印木刻，在江苏版画界具有非常独特的个性。按照翁承豪自己的话说：“现在想想，是我在拓印上跳出了江苏水印版画原有方法，把国画中的渲染，与西画中的色调参合进去了，把水印版画中的三味又加了二味，从而作品一出来就与别人拉开了面貌”。
