钱志扬男，1959年8月生于南通，1984年毕业于南京艺术学院获学士学位。曾随博导师周积寅先生从事中国画理论研究(2000年度作高级访问学者)。1984年起执教于江苏南通职业大学，现为艺术系主任，国家一级美术师，教授，中国美术家协会会员，南通市美术家协会理事。主要讲授造型艺术基础课(素描、色彩、图案，形态构成)、壁画设计与制作、室内设计专业毕业设计等。主要研究方向美术学，美术创作。
钱志扬的作品是以对中国画传统语言与现代绘画情趣理解相结合的有机体。他的画题多样，但现代感十足。他的表现手法有工笔也有写意，都体现出坦率而自然的聪慧与才智，灵动而感人。不是单纯地表现物象的外在形象，或复述他人的形式语言，更加强调画面内在精神上的“似”。在以传统语言手法勾勒形象时，他倾注大量的个人感情，以富有生命力的线条去表现画中精髓：强调于气氛与主题；精工于意象与造型；借助诗化的力量去描写心天的“真实”……，从不同角度体现了形式安排与画面组织设计上的自我强化。比如对人物造型大力夸张变形，甚至有意识地错开人体结构，从而创造出不符“事实”结构、而又合情合理的“形象”，形成了“尚意重形、真情于线、随类赋彩”的个人风格。
1992年作品《原始的梦》入选在马来西亚举办的《中国画当代水墨画大赛展；

2001年作品《荷》入选由中国美术家协会、国土资源部主办的《民族魂国土情中国书画作品展》并获优秀作品奖；
2003年在南通市文化馆举办个人中国画展；
2004年在苏州胥口中国美术创作基地美术馆举办中国画联展；
2005年作品《饮中八仙歌》入选“第三届中国美术家协会会员作品展”（中国美术家协会主办）；
2007年作品《抚琴图》入选“第五届中国美术家协会会员作品展”（中国美术家协会主办）；
2008年南通光朗堂(尤无曲记念馆)举办个人中国画展。
钱志扬在读大学三年级时就开始发表专业论文，现已发表二十余篇论文，编著教材三部：《色彩》、《素描》二部2000年由高等教育出版社出版，《设计色彩》2008年由江苏美术出版社出版，2009年其编著的教材获江苏省精品教材。
钱志扬的中国画，山水、人物、花鸟都有显明的个人风格，尤精写意人物。他的作品已被国内外多家美术馆、博物馆等专业收藏机构和个人收藏。
