1955年生于江苏昆山，画家，国家一级美术师。现为广州大学松田学院艺术系顾问、终身教授。增城市第八届政协委员。学历大学，民建党，农工党，是艺术大师刘海粟的关门弟子、刘海粟艺术研究会会长、中国美术家协会理事、国际商业美术设计师中国专家委员会委员、中国东方国画院院长、中国艺术研究院顾问、全国书画评审委员会常务委员，中国书画家协会粤东研究院艺术总顾问、广州大学松田学院艺术系终身教授。享受政府特殊津贴专家，2005年文化部授予“优秀人民艺术家”荣誉称号。
2005年8月特授予“优秀人民艺术家”荣誉称号（文化部艺术服务中心）；2005年5月荣获艺术（艺术作品）类“优秀指导教师”奖（广东省教育厅）；2007年6月获“优秀指导教师奖”（广东省教育厅）；2007年12月特授予“金紫荆奖优秀美术教育工作者”称号（当代艺术杂志社）；2007年12月特授予“中国书画家百杰”荣誉称号（中国书画研究院）。
专业技术成果及获奖情况：“中华情”全国书画作品大赛获中国书画家协会颁发特等奖（2005年）；广东省第一届大学生艺术展演活动中荣获“艺术作品类”获广东省教育厅颁发优秀指导教师奖（2007年）；首届中国美术教师艺术作品年度奖获奖作品获辽宁美术出版社颁发优秀奖（2007年）。

张省走遍祖国的山山水水，创作了大量的作品，1994年创作水墨画长卷《烟雨江南图》为吉尼斯之最。1998年美国总统访问中国期间，由香港将《春来江水绿如蓝》（画水乡古镇直）、《渔舟晨曲图》（画锦溪五保湖）中国画作为礼品赠送克林顿。出版有各种著作画集十余种。江苏、苏州、珠海、内蒙古、上海、中央等各电视台及美国媒体均作专题报道。在我国上海、山东、苏州、香港、台湾和新加坡等举办多次个人画展。他的名字列入中国、国际的几十本名人录中。他把历次出游、办展、交流得到的名人字画，加上重金收购刘海粟、赵朴初、沙孟海、程十发、李苦禅、黄胄、董寿平、钱君、陈大羽、刘文西、刘大为、刘杭、黄若舟等近50人的作品和自己早期16岁至今各个时期的代表作200多件捐赠给了养育自己的母亲家乡。锦溪镇人民政府为其打造了这美术馆。为弘扬中华民族文化，继承发展中国文化贡献力量。
