新时期卓有成就的女画家。她出生于河北宁河县一个旧式家庭，幼年在外祖父影响下对绘画产生了兴趣。全家迁居北京后于1958年进入中央美院国画系学习，师从李可染、蒋兆和、叶浅予、刘凌沧教授，并展现出山水、人物画的创作才华。美院毕业后，以人物画创作为主。《人民和总理》是她写实风格的代表作。该画打破了“文革”时期“三突出”和“高大全”的模式、把领袖人物平等地置于普通农民之中，充分再现了周恩来总理1966年赴邢台震区视察灾情、慰问灾民的感人情景，成为新时期恢复直面人生的现实主义精神的典型作品。该作品获第五届全国美展一等奖。
1977年她和卢沉创作的《清洁工人的怀念》曾经感动了千千万万的观众。1979年作的《人民和总理》获建国30周年全国美展一等奖。她用自己的艺术迎接新时期的到来，充分体现了一位正直的爱国的艺术家与全国人民命运与共。与此同时，她酝酿已久的、反映在日本帝国主义铁蹄下挣扎与斗争的煤矿工人生活组画《矿工图》问世。?
在《矿工图》创作的同时，她深入四川凉山地区，以持续10年的时间陆续创作了关于彝族同胞生活与形象的作品，抒发了她对当年仍在贫困中生活然而又极为勤劳与坚强的彝族姐妹的无限同情。其中《母与子》、《高原暮归》系列、《落木萧萧》、《风雪夜归》等作品，不仅标志着她在写意人物画方面的高度成就，而且作为90年代中国人物画艺术的代表作之一，它们深刻的人道主义精神和对伟大母爱精神的颂扬，为当代中国画开拓了一个新的精神领域。这组作品的风格更为朴实单纯、简淡深醇，标志着她的艺术走向一个更新更高的阶段。?

周思聪曾任北京市文联书记处书记、北京市政协委员、北京市美术家协会副主席、中央美术学院兼职教授，并享受国家特殊津贴。1985年周思聪当选为中国美协副主席。
她受过严格的艺术训练，擅长水墨人物画，兼及花卉，造型能力强，早期作品带有一定的情节性，笔墨清新、洒脱，富有表现力。自80年代起，她又致力于自身画风的变革，在作品引入西方现代艺术表现形式，同时对笔墨加以提炼和强化，使之更为精练，并富有意趣。代表作有《矿工图》组画、《高原风情画》组画、《荷之系列》等。另外，她还长于油画，多表现人物风情。出版《卢沉、周思聪作品集》、《坑夫图——周思聪画集》、《周思聪画人体》、《周思聪水墨画》、《周思聪画集》等。
1996年1月21日晚10时15分，周思聪因长期患病，医治无效，在北京逝世，终年57岁。
