傅以新，生于山西寿阳。曾任教于天津美术学院，为该学院教授、中国美术家协会和中国书法家协会会员、天津画家书法学会会长。现为博士生导师、中央民族大学教授、校学术委员会委员、中国美术家协会会员、中国书法家协会会员、中国林业美术家协会顾问。
作品参加全国美展、国画展、全国山水画邀请展、国际书法展、全国书法邀请展、香港中国绘画艺术精品展、台湾中国大陆当代百人画展及文化部、对外友协、中国美术馆等主办的赴外画展，发表于《美术》、《艺术家》、《中国年鉴》、《人民日报（海外版）》、香港《文汇报》、《世界华人美术年鉴》、美国《时代报》、《华侨日报》、日本《朝日新闻》、加拿大《世界周刊》，并有《国画家》、《中国画》、《新华文摘》、《北京观察》、中央电视台、中国海峡之声广播电台作专题介绍。出版有《傅以新水墨画选》，《傅以新画集》，《傅以新专辑》等。传记收入国内多种名人辞典和英国剑桥、美国国际传记中心《世界名人录》、印度《亚洲名人录》。

毕业于中央美术学院中国画系，师从李可染、李苦禅、李斛、宗其香。
