秦嗣德，1968年生于山东日照。现任教于首都师范大学，教授、硕士研究生导师，吉林艺术学院特聘教授，中国美术家协会会员，中国美术家协会教育委员会员，国家人事部书画人才委员会委员。先后毕业于解放军艺术学院、中央美术学院中国画学院，获中央美术学院文学硕士学位，师从李少文，田黎明教授。曾为吉林艺术学院学术委员会委员、中国画系主任、教授、硕士研究生导师、写意人物画工作室导师，吉林省美术家协会理事、中国画学会理事，《中国书画》杂志社书画院人物画研究委员会委员。

1991年毕业于北京解放军艺术学院文学美术系，2004年结业于中央美术学院中国画系硕士研究生主要课程班，2008年毕业于中央美术学院中国画学院写意人物专业，获中央美术学院文学硕士学位。
