陈则恕，1940年月日12月生，甘肃天水人。1946年毕业于西北师范大学美术系，因品学兼优，留校任教至今。曾任西北师范大学美术系党组书记，西北师范大学知行学院艺术系主任。甘肃省工笔画协会顾问，甘肃省美术家协会会员，甘肃省美术教育学会会员。工山水，多以西北高原风土人情入画，画作构图新颖，笔墨浑朴粗犷，意境雄奇开阔。作品曾入选国内外多种大型美术展并获奖，发表于多种报刊。其艺术事迹已被收入《中国当代国画家辞典》《中国当代艺术界名人录》等。曾进修于西安美院及中国画研究院。先后师从陈宪健、刘文西及石鲁、何海霞学画。在中国画研究院曾受教于高冠华、崔于范、田世光、刘凌仓等名家。曾大量临摹过历代名作，故传统功力深厚，曾受道李可染、何海霞等大家的称赞。何海霞赞其：功力很好，用笔讲究，画风朴实，生活气息浓。

美术作品《铜墙铁壁》、《踩云归》、《鞠躬尽瘁》、《指挥若定》、《陇上秋深》、《鹿戏》、《秋高图》、《山村少学》等被选曾参加国内外展出、并获奖和分别发表于《光明日报》、《民族画报》、《美术》、《人民教育》等投刊杂志上。山水画《秋高图》被毛主席纪念堂及全国人大办公厅分别收藏。论文《文人画精神实质之我见》及《焦点透视新论》分别发表于《西北师大学报》及《中国文化报》上。1993年被国家教委推荐为”曾宪梓教育基金会教师奖“获得者。
