上官超英，1957年生于山东菏泽，山东省美术家协会副主席，中国美术家协会会员，国家一级美术师，中国人民大学十佳书法研究生，曹州书画院副院长。他首创中国超大写意画，获"中国花鸟画成就奖"，"俄中友谊贡献奖"，柬埔寨"国王文化奖"金奖、"皇家文化奖"金奖、"吴哥文化奖"金奖，"山东省泰山艺术奖"。2006年被读者评为"当代最具学术价值和市场潜力的青年国画家"及"中国书画报道"年度人物。
1998年、1999年上官超英两次应中共中央、国务院邀请赴中南海、怀仁堂创作《春馨沁九洲》《满坡牵牛鸣春暖》等六幅巨作。2004年随中国美协中国画家代表团参加中法文化年活动，同年随山东美协主席团访问韩国。应邀参加中国当代第四、五、六、七、八、九、十、十一、十二、届花鸟画邀请展和“中国画实力派画家赴香港邀请展”，“南北花鸟——当代中国花鸟画学术交流展”，“中国画研究院中国花鸟画邀请展”，“东西方研究会春季沙龙展”，“水墨心象——当代中国书画名家学术邀请展”等全国性学术活动。2005年应外交部李肇新部长邀请为外交部驻外使馆创作《国色天香》等五幅作品，近年来他作为中国美术家代表团成员赴20余个国家考察办展，参加以"保护人类共同文化遗产，维护世界和平"为主题的"世界著名华人艺术家环球绘画和平之旅"，在国内外举办个展30多次，其中，俄罗斯中国文化年期间应邀在莫斯科举办展览，应邀参加哈萨克斯坦共和国美术高峰论谈。在中国美术馆2次举办个展。
2007年作品"国色天香"被希拉克总统收藏，书法作品被哈萨克斯坦总统纳扎尔科叶夫收藏。百余幅作品被中国国家博物馆，德、韩、罗马尼亚及中南海、怀仁堂、人民大会堂等收藏，国画"将军之风"被世界著名俄罗斯最大的美术博物馆"特季亚科夫画廊"收藏，是该馆150年来首次收藏中国人的作品。
《美术》杂志、中国艺术研究院美术研究所等举办上官超英画展理论研究会16次，人民美术出版社等出版上官超英画集8部，《美术》、《中国画》、《美术观察》等刊发作品519幅，如编100余本画集。
中央电视台曾播放"上官超英与他的超大写意"10分钟专题，并作为央视特邀嘉宾现场作画，接受80分钟"国色天香话牡丹"的专题采访。新华社多次发通稿、《人民日报》多次报道。
