施永成，1943年生．江苏海门人。1959年考入南京师范学院美术系，受到吕斯百、杨建候等诸师悉心教导，才华初现。1986年被调入江苏省国画院。
现为中国美术家协会会员、江苏省国画院专职画家、国家一级美术师、江苏省国画院艺委会委员、江苏省徐悲鸿艺术研究会副会长，江苏省花鸟画研究会副会长代会长。曾任江苏省国画院美术馆馆长、办公室主任。兼任施耐庵书画院名誉院长。他善画动物画，尤精画虎，也兼长人物、山水、花鸟画。
主要艺术成就
我国绘画自唐代始花鸟走兽就已经独立成科，之后历代都有画动物名家，施永成画动物随情意而择，名家画过的狮虎马牛羊不拒、驴猴照画，画家很少问津的狐狸也成为他画中的主人，有种叫麋鹿的，角似鹿角，画似马面，蹄似牛蹄，尾像驴尾，人称“四不像”，这种非驴非马的奇异而独特的形象竟也成了他创造的艺术形象中的主角，既满足人们的审美好奇也丰富了动物画种。施永成所塑造的动物从造型到配置都有自己的追求：他坚持形象写实，力求形真、神善的形象美，这并非易事，古人云：作画者“神鬼为易犬马难；物之有象众所识，难以伪笔淆其真”。永成认为画家作画是给大众看的，大众的审美追求是真与实为之美画家作画首要形似神肖方可为大众喜爱。所以他作画着力于“形神兼备”的艺术形象塑造达雅俗共赏的艺术效果，以此体现艺术的生命和价值。
施永成所作动物画继承和发展了“物我相融”的艺术精神，他所创造的动物世界里的形象，正是人类世界的反映。他画的卧虎颇有“王者风范”，猛虎嬉戏也有母子亲情，群猴中有家庭夫妻母子之爱，猫咪充满童趣，雄狮具有顶天立地的英雄气概，麋鹿群体有着善良和平友爱的美德。画之所以感人，根本在一个“情”字，画中之情在物情与画家之情融为一体，施永成为追求这一艺术效果充分发挥了自己的艺术创造才能，所以他所塑造的动物形象讨人喜爱，实在是他画动物如画人所致。也是他继承和发展了中国传统的艺术精神所获得的审美效果。
施永成多年致力于中国画的创作研究，擅长写意花鸟，尤以画动物著名。先后在国内外举办过8次个人画展，有大量作品参加国内外画展、获奖并被美术馆、博物馆、纪念堂和国内外国家领导人、收藏家收藏。
施永成出版有《施永成画集》、《施永成花鸟动物画集》以及《中国画技法示范——画马》、《中国画技法示范——画鹿》、《中国画技法示范——画鹤》、《中国画自学入门——动物篇》等专著。摄有39集《水墨画——动物系列》卫星电视教学专题片，1994年以来分别在中央和江苏教育电视台播放
