秦剑铭，又名洛明。江苏武进人。国家一级美术师。新金陵画派的重要代表人物。
1965年结业于江苏省国画院学习班。曾在南京市公安局民防处、市文化局从事创作。江苏省国画院画师。师从著名画家钱松岩、亚明、宋文治、魏紫熙等学习中国画，并得傅抱石大师亲为指教。历任南京市文化局创作组创作员，江苏省国画院业务组副组长及艺委会办公室副主任，现为江苏省国画院专业画家及培训教育部主任，中国美术家协会委员。
作品有《爱晚亭》、《北戴河》、《峡谷新声》等。1972年创作现代工业题材的山水画《蓬勃新姿》，为当代工业题材山水画的代表作。“栖霞金秋”入选华君武主编的《当代中国画》，作品“灵岩秋色”入选联合国科教文组织主编的《当代中国和名家作品选集》大型画集。1999年7月，为北京中南海怀仁堂贵宾厅创作巨幅中国画《云涌峰浮千峦秀》。2002年策划发起并作为执笔者创作巨幅通景山水画《三峡史诗》。作品为中国美术馆、人民大会堂、毛主席纪念堂等收藏。
