付元东，山东烟台市。堂号墨云斋主，祖系四代书画之家，幼承家学，随父研习书画，上世纪60年代进山东艺术学院深造。现为中国美术家协会山东分会会员，中国美术家协会石油美协会员、中国书画家协会会员，全国石油画院一级画师、中原书画院高级书画师、胜利油田画院副院长、东营市黄河民族画院副院长。
数十年在全国报刊发表作品200余件，参加全国和国际性书画大展20余次，荣获金、银、铜等级奖，部分作品被国内文展单位、港台地区及日本、韩国、新加坡，美国、荷兰、西班牙等国家收藏，主要作品收入《当代书画篆刻家辞典》、《国际现代书画篆刻家大辞典》、《中国当代文艺界名人录》、《新世纪诗书画印大观》、《当代92中国美术家》、《国际水墨画作品集》、《中国当代楹联墨迹选集》、《中华全国当代书画精品集》、《20世纪国际现代美术精品荟萃》、《当代华人大师艺术品精粹》等20余部经典和作品集，1995年荣获中国石油美术家协会优秀画家称号。2006年作品《渴望》获全国第六届工笔画大展优秀作品，2008年参加全国第七届工笔画大展（特邀），2011年作品《古镇》荣获全国第八届工笔画大展优秀奖（三等收藏）。
