叶星生，藏名：嘉措，男，1948年8月生，四川成都人，中国藏学研究中心研究员，中国美术家协会会员，国家一级美术师，国务院特殊津贴专家。西藏收藏家协会会长，西藏博物馆名誉馆长，西藏大学客座教授。
叶星生1961年进藏，从事美术创作、民间收藏、研究工作40多年，成果绰著，尤其“为抢救保护西藏民间文化遗产作出了突出贡献”。
1979年在继承西藏传统艺术基础上创新布画《赛牦牛》获“建国30周年全国美展”二等奖并被中国美术馆收藏。
1980至1992年创作布画《藏风》、《极地》、《高原之歌》等系列作品由中国美协、文化部先后选送日本、南美等国展出并获奖。
1980年至85年用了5年时间，为北京人民大会堂西藏厅设计创作《扎西德勒图》等七幅大型壁画而在国内外产生影响，标志着“西藏壁画创作新的里程碑”。
1990年《西藏面具艺术系列藏品》在上海“中国首届民间艺术博览会”上获得全国唯一的个人“收藏奖”。90年底首次将藏品在北京亚运会艺术节上展出，反响强烈并受到文化部表彰。
1991年设计、研制的《西藏传统工艺系列作品》获国家“星火成果展”金奖。
1992年叶星生《西藏民俗艺术系列珍藏》在北京参加“第二届民族文化博览会”获得全国最高奖：特别珍藏奖。同年由文化部委派赴奥地利参加“中国艺术节”，其艺术成果及保护西藏文化的行为受到国际社会的关注和赞扬。同年当选为“西藏民间美术学会”会长。
1994年为中国社会发展成绩展设计实施的《西藏馆》，获全国“最佳设计奖”，其中《布达拉宫玉雕模型》被中国历史博物馆收藏。
1996年成为央视在西藏的第一位东方之子。
1998年获世界杰出人士奖“美国联邦肯塔基克罗最高荣誉奖”。

2010年被上海世博会西藏馆聘为艺术顾问，其作品《扎西德勒图》被制作成十米长卷陈列于西藏馆。
编著《西藏概况》、《西藏面具在艺术》、《西藏民间艺术珍藏》等大型画集。
