祖籍江苏武进，生于上海。中国美协会员，国家一级美术师、文化部中国国际书画研究会理事，中国美协湖北分会理事，中国画艺委会委员，湖北省文史馆员。国际彩墨联盟成员，曾任湖北美术馆首任馆长，武汉理工大学客座教授、硕士导师。作品多次参加国内及国际重要展览，曾应邀赴美国、日本、新加坡、俄罗斯、波兰等国家访问及讲学，并举办个展和参加联展。当代著名中国画家，擅山水，精人物，尤以创作长江题材的作品而著称。出版有《施江城长江三峡图卷》、《高峡平湖图卷》、《施江城长江万里图》等画册。
他曾受中国美协委托，为中南海、国务院、中宣部等重要国事活动场所绘制巨幅长江山水画。他的作品不仅多次参加全国重要美术展览，多次应邀赴美、日、新加坡、波兰、俄罗斯等国家及港、澳、台地区进行学术交流及展览访问活动，而且为中国国家博物馆、毛主席纪念堂、人民日报社、中国三峡建设委员会、中组部、中央党校、外交部、中央文史馆、湖北省政府、广东关山月美术馆、深圳美术馆、台湾佛光缘美术馆、日本海上美术馆等数十家海内外重要机构收藏。
