薛嘉惠，男，满族，1940年1月出生，辽宁省清原县第二高中高级教师，中国美术家协会会员，国家一级美术家，联合国美术家协会名誉主席，中国当代艺术协会终身名誉主席，宋庄国际书画院终身名誉院长。曾先后由全国十余家美术出版社出版了《互帮互学》等年画120余幅；出版了《中国美术家协会美术家薛嘉惠图册》、《全球华人艺术名家薛嘉惠作品集》、《薛嘉惠作品选》等专著。并在《美术》、《美术报》、《国际美术报》、《美术大观》、《中国收藏》、《鉴藏》、《艺术与价值》、《中国时代名牌》等报刊杂志上发表作品百余件。作品和传略入编《中国美术家选集》、《中国书画家大辞典》、《当代书画名家作品集》、《世界当代书画篆刻家大辞典》等三十余部典集，并被中国美术家协会会员网、博宝网、联合国艺术品保真网等多家网站编排入网。《雷锋与红领巾》入选第八届全国美展辽宁省美术作品展，《幸福成长》入选第九届全国美展，并获建国五十年辽宁美展优秀奖，《呼唤》入选第十一届全国美展，并被评为获奖提名作品。《与民同乐》、《科技好似摇钱树》入选第六届全国年画展，《医魂》、《假日》等获全国书画展金奖，《雄风图》获97年香港回归中国书画展银奖，《关怀》获世界华人艺术展铜奖。有的作品被送往美国、法国、日本、印度、泰国、新加坡等地展出，部分作品被有关单位和国内外友人收藏。
