陈翼云，山东章丘人，中国电影美术师。1948年到华东大学学习，1949年以后先后在中国人民解放军第三野战军南下干部纵队文工团，华东人民艺术剧院，上海实验歌剧院从事舞台美术工作。
1954年考入中央戏剧学院舞台美术系，毕业后分配到北京电影制片厂从事美术设计工作。从1960年开始，陈翼云先后在《水上春秋》、《红河激浪》、《箭杆河边》、《海霞》、《智取威虎山》、《伤逝》、《许茂和他的女儿们（1981北京）》、《北国红豆》等二十余部影片中担任美术设计。陈翼云虽是舞台美术出身，但由于他谦虚好学，认真钻研本职工作，因此他的电影美术设计并没有舞台化呆板僵化的痕迹，而当他一旦从事类似于《智取威虎山》这样的舞台艺术片的美术设计工作，就更能做到收放自如地发挥自己的专长，给整部影片增添许多新的活力。达到尽善尽美。
从1986年开始，陈翼云连续数年担任大型影片《红楼梦》的美术设计工作。历史影片是最为考验电影美工师设计功力的影片类型，尤其像《红楼梦》这样享誉世界的经典名著。陈翼云凭借自己几十年从事美术创作的丰富经验，悉心向专家求教，并翻阅了大量的历史资料，经过认真地考虑和研究，终于设计出庞大而豪华的贾府胜境，逼真的造型，完美的构图，充满想象力而又合理的布景，服装和道具，为影片的最后成功打下了坚实的基础。陈翼云因在该片中的突出成就而获得了中国电影协会授予的第10届中国电影金鸡奖最佳美术奖。
