杨作霖：云南大理喜洲人，白族。现为中国美术家协会会员、昆明美术家协会副主席、油画艺术委员会主任。油画作品六次入选了从1964年至2004年的所有全国美术作品展览。1961年毕业于云南艺术学院首届大学美术预科班1966年毕业于昆明师范学院美术油画专业，1982年结业于浙江美术学院油画系。
1964年《红领巾》入选第五届全国美展；
1984年《点苍山下》入选第六届全国美展；
1989年《大地歌》入选第七届全国美展；
1994年《闯火海》入选第八届全国美展；
1999年《谷雨》入选第九届全国美展；
2004年《葫芦丝响起的时候》入选第十届全国美展。
2004年《回山里》入选第三届中国油画作品展。
2005年11月应政府邀请赴澳门参加【云南六人画展】

另有多件作品入选全国专题作品展。1974年创作的《瑞丽江畔》由香港政府收藏，《李公朴先生肖像》由西南联合大学博物馆收藏，数十件油画风景画由政府部门收藏，作品曾被中国自然博物馆、香港政府以及美国、澳大利亚、加拿大等国人士收藏。
杨作霖是云南较早的艺术学院学习油画的学生。他习画的时代，赶上中国向苏联文化开放的时期；苏联的文学艺术，对中国文艺界有很深的影响，苏俄的巡回画派，希施金，列维坦，赛洛夫，以及后来的博尔普斯卡亚、特卡乔夫兄弟、普拉斯托夫、科林等，影响了留苏学生，以及马克西莫夫的油训班的学员。杨作霖的油画，可以说是在此指导下开始的。在他早期的画于上世纪七十年代的风景画里，《流逝的时光》是其代表作，他是浸染着俄罗斯画风的作品，从构图，到形式、到色彩，以及它的文学意味，都透露着那时的绘画风尚。但从这幅画上，可以看出杨作霖很早在油画技巧上是很下功夫的，它画面的分割、线条、色块、虚实、冷暖都配置得十分得体，窗前的紫色花团的背影房屋的黄色，形成了含蓄的对比，而俄罗斯绘画受到其诗学文学的影响，都被杨作霖捕捉在案，这张作品，真正显示了他青年时代的油画才华。
在人类对自然的破坏愈演愈烈的大趋势下，杨作霖可以说把他的风景画作为一种信仰来对待，他的创作更加勤奋。他的《太阳雨》，以迷丽的油画色层，打开了深入迷蒙的自然意象。他几乎用水彩式的透明方法，画出了层层叠叠的天空、大气，并溶入了绿色的大地和闪亮的水域，给人一种空间的深邃和视觉的迷醉，他的画，一时抛开了景物的约束，一时又如深入到自然的核心，让人体会到自然生命的细腻和脉动。他主客观相化的心智，如同用心中的酒浆，在画油画，他回归到一种自然、自由，辽阔的诗性里。这批作品，如《高黎贡山之巅》、《光色交响》等，都是很有代表性的，是给人呼吸大自然的人见人爱的佳作。
