1940年5月出生，湖南长沙市人。1961年入伍，1973年进全军美术创作训练班油画班学习，现任中国人民解放军总后勤部政治部创作室副主任，中国美术家协会会员、油画家，国家一级美术师。国务院表彰其为发展中国艺术事业所做出的突出贡献，授予国家政府特殊津贴并颁发证书。1996年被解放军总政治部聘为全军艺术系列高级职称评审执行委员会委员。长期潜心油画创作，形成了独特的艺术风格，作品多次参加国内外美术重要展览并多次获奖。
展览：
作品《通往远方的路》获“第二届中国油画展”颁发的永久性奖项“中国油画艺术奖”；
《静静的雪山》获第八届全国美展优秀作品展览大奖；
《亘古的回忆》获中国人民解放军文艺新作品奖（1998）；
《芳草斜阳》获“研究与超越——中国小幅油画作品大展”艺术奖（2001）；
《永恒的回忆》获“纪念建军75周年第十届全军美展”二等奖；
部分油画作品被国内外美术馆、博物馆收藏。近两年，谭涤夫为2008年奥运会文化艺术节创作九幅《北京风韵》大幅油画，由北京画院代为国家永久性收藏。
作品发表于《美术》、《中国油画》、《人民日报》、《中国艺术报》、《文艺报》等专业刊物和多种报刊，部分油画作品被国内外美术馆、博物馆和收藏家收藏。其艺术生平和油画作品辑入《中国美术年鉴》、《中国人物年鉴》、《中国当代美术家图鉴》、《中国当代艺术界名人录》、《20世纪中国美术大图典》、《中国美术全集—现代卷》、《首届中国油画学会展作品集》等多部大型辞典、画册和由中国美术家协会主办的第一张介绍100位著名画家的光盘图书（CD-ROMTITLE）《中国当代美术家》。并由中国美术家协会主办《谭涤夫油画作品展》于1997年5月在中国美术馆展出，还出版有《谭涤夫油画作品集》、《名画精品·谭涤夫风景油画》等五种版本个人专集画册。
