林加冰，1945年生，江苏南京人，1974年毕业于安徽师范大学艺术系，1984年毕业于中央美术学院首届油画研修班.现工作生活于上海，先后任安徽师范大学美术学院教授，硕士生导师，安徽油画研究会会长，上海出版印刷高等专科学校，上海理工大学艺术设计学院，出版印刷学院教授。
作品多次参加全国美展和国外展出，多幅作品由国家级和省博物馆收藏。许多作品被海内外人士收藏。主要作品有：《战风浪》、《人桥》、《浩气长存》、《矿工》、《阜阳暴动》、《伟大女性宋庆龄》、《许海峰》、《半塔保卫战》、《渡江战役》、《南疆之夜》、《彭雪峰在皖北》、《矿工》系列、《丛生》系列、《鸡冠花》系列、《野园》系列、《山水间》系列等。
