赵宪辛是天津美术学院造型艺术学院教授、造型基础部主任，生于1964年，油画家.他的研究领域为：素描研究与教学·1989年7月毕业于哈尔滨师范大学艺术学院美术教育系油画专业，获学士学位·1994年7月结业于中央美术学院油画系助教。
1993年8月在北京参加《中国油画双年展》；1994年4月在北京参加《第二届中国油画展》；1994年10月在北京参加《第二届全国教师美术作品展》并获优秀作品奖；1995年6月在日本参加《中国现代油画展》；1995年12月在北京参加《第三届中国油画年展》；1999年素描作品在湖北美术出版社《美术文摘》丛书中作专题介绍；2000年出版个人专集《当代青年画家素描画丛─赵宪辛素描》(湖北美术出版社出版)。油画作品和论文曾在《美术》、《美术研究》、《中国油画》等杂志发表。
